Black Sea GOOS Program Overview

The Black Sea GOOS is a local Association formed by the Black Sea riparian countries in order to foster Operational Oceanography in the region and set up links with other regional and global organizations. Black Sea GOOS activities will be designed to foster operational oceanography in the Black Sea basin, to collaborate with and to maximize the benefits from the existing activities of the EuroGOOS and the Med-GOOS, promoting the integration of these activities within the framework of the GOOS.

Program Management

The Co-operative Marine Science Programme for the Black Sea (CoMSBlack) (1991) was the first multinational program implemented in the Black Sea. It was recognized and supported by the Intergovernmental Oceanographic Commission (IOC) and UNESCO. The participating countries in CoMSBlack were Bulgaria, Romania, Ukraine, the Russian Federation, Turkey and the USA. 

The IOC Black Sea Regional Committee (BSRC) was established in 1995.  Two Pilot Projects "The Assessment of Sediment Fluxes in the Black Sea" and "The Black Sea GOOS" were developed during the first session.

The Black Sea GOOS Ad Hoc Steering Committee is the body which was appointed by the Black Sea GOOS Workshop in Poti (Georgia) in May 2001. Each Black Sea country is represented by one member in the Ad Hoc Steering Committee. These members were designated by the country delegation at the Poti workshop. The IOC Black Sea Regional Committee chairperson is also the chairperson of the Ad Hoc Steering Committee.

This Protocol (to be known in brief as the Black Sea GOOS-ARENA Protocol) serves as the document for Black Sea GOOS, as an informal association whose members seek to foster co-operation on the Global Ocean Observing System and "A Regional Capacity Building and Networking Programme to Upgrade Monitoring and Forecasting Activity in the Black Sea Basin (ARENA)" Project. Black Sea GOOS is established with fizzle recognition of the importance of existing systems in research and operational oceanography at national and regional scales and of the activity successfully initiated by EuroGOOS and will also take full advantage of advances made by other regional GOOS groups such as MedGOOS, Med-GOOS and NEAR-GOOS, and by the various GOOS design panels. By signing the Protocol organizations agree to co-operate in promoting GOOS in the Black Sea basin. ARENA is the first and currently only Black Sea GOOS project.


Aims and Objectives

  • To contribute to international planning and implementation of the GOOS and to promote it at national, regional and global level.
  • To identify regional priorities for operational oceanography.
  • To develop capacity of the regional countries and promote the level to sustain GOOS activities.
  • To provide high quality data and time series, for a better understanding of, the Black Sea ecosystem. 
  • To assess the economic and social benefits achieved by operational oceanography.

 

Members

The Black Sea GOOS Members are the national funding organisations (authorities, agencies, institutes) willing to advance the GOOS in their country and actively contribute to its extension in the Black Sea. The Black Sea GOOS Members will participate in the activities listed in the MoU.
