SEAGOOS - Southeast Asian GOOS Program Overview

The Southeast Asian Global Ocean Observing System (SEAGOOS) was initiated in the 90's but was formally established in October 2003 at the SEAGOOS Summit held in Kuala Lumpur, Malaysia.

History of the SEAGOOS

The establishment of SEAGOOS was formally initiated in the IOC/WESTPAC Workshop on the Establishment of SEAGOOS in the Wider Southeast Asian Region (Seoul, 27-31 August 2001).

Subsequent to the Workshop in seoul, other three consultation meetings were held in order to consolidate efforts in the establishment of the programme. With their highlights, these are given below:

  • High level Consultative Meeting on SEAGOOS (21-22 October 2003, Malaysia) –Draft MoU formulated and the interim coordinating committee established;
  • During the sixth IOC/WESTPAC International Scientific Symposium (19-23 April 2004, Hangzhou, China) –The programme was decided to function as a subsidiary body of IOC and consequently, the “MoU” has to be transformed into a set of operational guidelines;
  • 3rd Consultative Meeting on SEAGOOS (2-4 May 2005, Bangkok, Thailand) –the operational guidelines were finalized for endorsement at the 6th session of IOC Sub-Commission for WESTPAC;
  • During the Sixth Session of IOC Sub-Commission for WESTPAC (25 May 2005, Nha trang, Vietnam) –the operational guideline was endorsed;
  • Informal SEAGOOS Meeting in Paris on 25 June 2005 –some revisions on the operational guideline had been made and approved by the members of IOC at its 23rd General Assembly in Paris (21 June–1 July 2005)
  • 4th Consultative Meeting on SEAGOOS (31 October–3 November 2005, Townsville, Australia) –Three priority projects for SEAGOOS were selected.

In 2008, the 7th Session of the IOC Sub-Commission for the Wester Pacific (Westpac) took place. Operational guidelines were set:

  1. Establishment
  2. Geographical Focus of Activities
  3. Membership and Voting rights: Member States of WESTPAC (Australia, Japan, China, Thailand and Vietnam) were invited to join as Members of SEAGOOS. At their discretion, non-Member States, and organizations may be admitted as Observers. They will not have voting rights but shall have all the other privileges and obligations given to SEAGOOS Member States.Free and unrestricted data exchange among SEAGOOS members and SEAGOOS projects, in line with IOC data policy, are primary requirements for participation in SEAGOOS

Pilot Projects
  1. Standardization and Exchange of Tide Gauges
    and Sea Level Data for Climate Change Research
    in Southeast Asia. The first workshop was hold during November 2008, Chularongkron University, Thailand. Support by IOC/WESTPAC, NRCT, and Chularongkron University. 24 participants from 5 countries
  2. IOGOOS/SEAGOOS pilot project: Operational Oceanographic Products and Applications for the North East Indian. OceanBLUElink is an Australian-based operational ocean forecast system currently operating ‘on line’ for the waters around Australia. The first workshop among IOGOOS, SEAGOOS and BLUElink researcherteam will be in Perth, February 2009.

Other Activities

  1. The SEAGOOS Science Plan workshop in early 2009
    “This workshop is expected to come up with some possible ocean science activities based on the existing observing systems. These science activities are aimed to promote the awareness of some targeted stakeholders of a regional observing system through producing some tangible benefits from the observing systems. It will be the first attempt to bridge the gap between scientific study and its application.”
  2. The First SEAGOOS Coordinating Committee
    meeting. The official SEAGOOS Operation will be started.
