GTN-C Program Overview
Initially, The GOOS Coastal Ocean Observations Panel (COOP) was responsible for the marine and estuarine ecosystems work. In 2005, COOP officially became a part of the GOOS Scientific and Technical Committee (GSSC). The Global Terrestrial Observing System (GTOS) is responsible for the terrestrial component.
The terrestrial component being contributed by GTOS includes initiatives for:
- a TEMS module that allows querying by country, site, and eco-region, for variables and sampling protocols of importance to the coastal zone,
- designation of variables and sampling protocols using the Global Hierarchical Observing Strategy (GHOST).

Program Management
The Coastal Ocean Observations Panel (COOP) developed the marine and estuarine aspects of the coastal observing systems and reported it to the GOOS Steering Committee (GSC). The Coastal Ocean Observations Panel (COOP) was dissolved in 2005 after having successfully developed a strategic and implementation plans for the coastal module of GOOS. Strategic guidance for the coastal module of GOOS is the remit of the GOOS Scientific and Technical Committee (GSSC), which was enlarged in 2005 to accommodate this addition to its remit. The Global Terretrial Observing System (GTOS) developed the terrestrial component for coastal observations.
